How the voucher amount is determined

Fair Market Rent is not the amount a family pays, and it is not the amount the voucher pays. HUD publishes FMR each fiscal year, and the public housing authority uses it to set a payment standard, normally between 90% and 110% of the FMR for the area.

A family normally contributes about 30% of its adjusted monthly income toward rent and utilities. The voucher covers the difference between that contribution and the lesser of the payment standard or the unit's gross rent. Gross rent means the contract rent plus the utility allowance for any utilities the tenant pays directly.

Because payment standards and utility allowances are set locally, the exact subsidy varies by authority. Contact the housing authority that serves the area for its current figures.
