A housing authority (public housing agency, or PHA) administers the Section 8 Housing Choice Voucher program and public housing for its jurisdiction. It also sets the payment standard, derived from HUD Fair Market Rent, that determines the maximum rent a voucher can cover. How voucher amounts are set.
